What is the purpose of the Levy?

The CITB Levy is used to support the construction industry to have a skilled, competent and inclusive workforce, now and in the future.

It is dedicated to ensuring the construction workforce has the right skills for now and the future, based around our three strategic priorities:

  • Careers
  • Standards and qualifications
  • Training and development

How CITB use the Levy

CITB uses the levy to:

  • Support training development through grants and funding
  • Promote the construction industry as a great career choice and offer high-quality apprenticeships
  • Identify skills needs across the construction industry
  • Develop occupational standards and qualifications.
 

CITB’s levy supports the British construction industry to develop the skilled workforce it needs.

How much is it?

How much levy you pay is based on your total wage bill (the amount you pay your employees in a year).

Here the word ‘employees’ specifically means individuals on the payroll and Construction Industry Scheme (CIS) subcontractors from whom you make a CIS deduction. This is defined by Industrial Training legislation.

Levy rates for the 2024 Levy Assessment are proposed as 0.35% for PAYE and 1.25% for Net CIS under the 2025 Levy Order which will be confirmed in Spring 2025.

There are some exemptions and reductions in the levy for small employers.

UK Skills Academy offers and delivers these NVQs and they are eligible for the CITB Levy Grant.

Construction NVQs

Employer Network is another way of funding courses up to 70%, paid directly to the Provider. The funding cap on this is £25,000

Skills & Training Fund

For Employers who are planning training, where the course cost exceeds the CITB grant. The Skills & Training Fund calculates the difference between the CITB grant and the course costs, for example: CITB Grant is £60, the course costs £200. Through the Skills & Training Fund Employers would apply for £140

Small/Micro Employers

You can apply for funding related to how many direct employees you have:

  • Employers with CIS only (no PAYE) can receive up to £2,500
  • Employers with 1 to 49 directly-employed staff can receive up to £5,000
  • Employers with 50 to 74 directly-employed staff can receive up to £7,500
  • Employers with 75 to 99 directly-employed staff can receive up to £10,000.

Medium Sized Employers

You’ll be eligible to apply if:

  • You have between 100 and 250 directly-employed staff on your payroll
  • You are a CITB-registered employer and up to date with your Levy Returns
  • Any previous project paid for by the Fund has been signed off as complete

Leadership and Management Development Fund for Large Businesses

CITB can help employers access up to £100,000 of funding for training that UK Skills Academy can deliver to improve your business.

The Leadership and Management Development Fund for large businesses is a non-competitive fund. It will enable large construction companies (with over 250 directly employed staff) to invest in developing the leadership, management or supervisory skills of their workforce.

To apply, you must meet the following criteria:

  • Your business needs to have over 250 directly employed staff
  • You will need to have submitted your most recent Levy return
  • All year’s levy payments must be up to date
  • One application only per associated business
 
This funding opportunity will allow you to deliver training to your team, based exclusively on your business needs.
