Warm Homes Skills Programme with UK Skills Academy

We are proud to announce that UK Skills Academy has been awarded a £1 million contract with the Warm Homes Skills Programme to deliver funded level 2 and level 3 Insulation NVQs and Retrofit training.

About the funding

This funding supports not only the development of current staff but also provides structured routes into the Retrofit and Energy Efficiency sector for new entrants, career changers and those currently unemployed, building a skilled and future-ready workforce.

Work Package 1

As part of the Warm Homes Skills Programme, Work Package 1 focuses on delivering our Level 3 PAS 2035 Dual Course, combining two qualifications: Level 3 Domestic Energy Assessor (DEA) and Level 3 Retrofit Assessor.

This dual qualification equips learners with the essential skills and knowledge to assess Energy Efficiency and deliver Retrofit projects in line with the latest PAS 2035 standards. Designed to support the UK’s transition to net zero, this course ensures professionals are fully prepared to meet growing demand within the Energy Efficiency and Retrofit sector.

PAS 2035 Dual Course

Our PAS 2035 Dual Course combines two highly sought-after qualifications – Level 3 Domestic Energy Assessor (DEA) and Retrofit Assessor – giving you the expertise to support the UK’s transition to net zero and deliver energy efficiency improvements in line with the latest standards.

The Level 3 Retrofit Assessor qualification can also be taken as a standalone course. To enrol, you must already hold a Level 3 Domestic Energy Assessor qualification and we will require evidence of this, such as your DEA number.

You’ll learn how to carry out domestic energy assessments, produce EPCs, and complete in-depth retrofit assessments in accordance with PAS 2035. Training includes up-to-date guidance on SAP 10, the government’s latest methodology for calculating energy performance, ensuring you’re ready to meet current and future compliance requirements.

Under the Warm Homes Skills Programme, Work Package 2 places a strong emphasis on Level 2 and Level 3 Insulation NVQs, giving learners the hands-on skills and technical knowledge needed to install a wide range of insulation measures to modern industry standards. These qualifications are designed to prepare professionals to meet the growing demand for energy-efficient solutions and support the UK’s transition to net zero.

This package also includes the Level 3 Energy Efficiency for Older and Traditional Buildings qualification, which complements the insulation NVQs by helping learners understand how to improve the thermal performance of heritage and period properties without compromising their unique character.
