The Warm Homes Plan: A Major Step Forward for Homes, Skills and the Retrofit Sector

The UK Government has officially launched the Warm Homes Plan, the largest home upgrade programme in British history. Backed by £15 billion of investment, the plan is designed to cut energy bills, tackle fuel poverty and make energy-efficient home upgrades accessible to millions of households across the UK.

This landmark initiative represents a significant moment not just for homeowners and residents but for the wider construction, retrofit and energy efficiency sector.

What the Warm Homes Plan Means for UK Homes

The Warm Homes Plan will support upgrades to up to 5 million homes, helping households improve comfort, reduce carbon emissions and lower energy costs.

Key measures include:

  • Installation of solar panels, heat pumps, insulation and battery storage

  • Fully funded upgrade packages for low-income households and social housing

  • Low and zero-interest loans and grants available to all homeowners

  • New protections and upgrade support for renters and landlords

  • A government target to lift up to 1 million households out of fuel poverty by 2030

This programme places energy efficiency at the centre of the UK’s housing and net zero ambitions.
